My dear friends,
Determination of applicable time zone of a web browser is exactly the determination of the geolocation of a web browser, coming as a standard under W3C.
One way to calculate geolocation of a web browser is done by web browser itself, another is
done by geolocation of IP address assigned to a specific computer and a web browser.
