A method for transmitting non-user-specific control information in a wireless communication system, comprising:in a downlink time period which includes one or more time zones, a base station sends non-user-specific control information through broadcasting, multicasting or unicasting in a time zone in which user specific control information is sent; anda terminal obtains and decodes the non-user-specific control information, and then obtains information needed to decode user specific control information according to the obtained non-user-specific control information.
