An apparatus configured to process control information received through a physical uplink shared channel (PUSCH) without data, wherein the control information includes acknowledgement (ACK)/negative acknowledgement (NACK) information, the apparatus comprising:a first channel decoding module configured to channel decode channel encoded ACK/NACK information based on a number of encoded symbols of the ACK/NACK information to produce channel decoded ACK/NACK information,

wherein the number of encoded symbols of the ACK/NACK information is determined in accordance with the following relationship:

M_{A / N} = ⌈ N_{A / N} \cdot β_{offset} \cdot \frac{M_{RE}^{PUSCH}}{N_{CQI}} ⌉

where

M_A/Nis the number of the encoded symbols of the ACK/NACK information,

N_A/Nis an ACK/NACK information size,

β_offsetis an offset value,

N_CQIis an information size related to channel quality information (CQI),

M_RE^PUSCHis a size of resources for the PUSCH transmission, and

“┌┐” denotes a ceiling function.
