I agree with Sheldon that I don't see what is new either. It seems to be substituting an existing language or policy expression mechanism (Query Hints) for another one that is more rich/flexible. It seems to be saying something akin to "writing code in C is a problem because it doesn't support exceptions, so my novel idea is to use Java." You can't patent a programming language / standard, and the method for creating policies/expressions that bias queries already exists in the form of Query Hints, so what's the new part in Claim 1?

As I understand the process, there must be a Teaching, followed by Claims that match the teaching. I see no new teaching here.
