The system for charging a hybrid vehicle of Claim 1 further comprising:a plurality of meters electrically coupled to said local electrical distribution network, each of said plurality of meters having a power connection configured to electrically couple to an associated one of said hybrid vehicle;wherein said processor is responsive to executable computer instructions for determining the number of said hybrid vehicles coupled to said local electrical distribution network via an associated one of said plurality of meters.
